Next Steps Towards a Shared Emissions Database for North America

Recognizing the value in sharing emissions information, the three environment ministers of North America who comprise the Commission for Environmental Cooperation (CEC) Council agreed, in 2001, that their governments would work towards the development of a shared North American emissions inventory for criteria air pollutants and greenhouse gases.

Working towards this goal of a shared inventory, the CEC began a pilot project in 2003 to explore the availability of emissions data for the electricity generating sector and the feasibility of sharing that data electronically between the three countries. The availability of emissions data has been summarized in an earlier report (CEC, 2003) and a demonstration of a distributed database of this emissions information has been prepared (Falke, et. al, 2004). The purpose of this report is to discuss the future direction of electronic data sharing and to recommend next steps along the path towards a shared emissions inventory for North America.
