Have Your Say: Public Consultation on the CEC’s “Reaching Horizon 2030” Initiative for North American Environmental Cooperation
The Joint Public Advisory Committee (JPAC) of the Commission for Environmental Cooperation (CEC) is seeking input from individuals and communities across North America to help shape the future of regional environmental cooperation through its “Reaching Horizon 2030: An Environmental Outlook for North American Cooperation” (H-2030) initiative.
This consultation is your opportunity to share insights and recommendations on how the CEC can best address key environmental challenges through regional environmental cooperation and the H-2030 initiative. By participating, your input will inform the development of strategies that help address the triple planetary crisis of climate change, biodiversity loss and pollution, all while working to achieve North America’s environmental, climate, and biodiversity goals.
What is the Reaching Horizon 2030 initiative?
The goal of the Horizon 2030 initiative is to provide crucial information and recommendations that will chart the course for the CEC’s work and the future of North American environmental cooperation. This initiative focuses on three priority topics identified by the Governments of Canada, Mexico and the United States:
- Earth Observation Technologies and Geographic Information Systems (GIS) Tools
- Sustainable Transportation
- Ecosystem Services and Sustainable Use/Management of Biodiversity
These areas were identified as key priorities because of the strong potential for regional collaboration to significantly enhance efforts to accelerate progress to 2030 and address the triple planetary crisis.
Why is this consultation important?
This consultation provides a vehicle for people throughout our region to share their views on how the CEC can advance these critical areas and strengthen the future of North American environmental cooperation. Your input will help ensure that the CEC’s initiatives are practical, inclusive and impactful, and that they contribute to achieving both regional and international environmental, climate, and biodiversity goals for 2030.

This consultation is part of a series of events aiming to engage individuals and communities of all ages and sectors across North America, such as the 2024 Youth Engagement Week online workshop and the hybrid JPAC Public Forum. 2024 Youth Engagement Week: 27 November
If you are between the ages of 18 and 35 and interested in the H-2030 priority areas, then you should participate in the 2024 CEC Youth Engagement Week workshop! The triple planetary crisis will have many of its most severe impacts on youth and future generations. For this reason, and in alignment with the CEC’s youth engagement efforts, the 2024 Youth Engagement Week will provide a unique opportunity for youth in North America to actively contribute to the CEC’s work and directly engage in the JPAC Public Consultation on H-2030.
By participating, you will contribute to a North American initiative that will serve as a strategic guide and resource for policymakers, organizations, academia and other key actors to inform regional efforts and actions in North America and other regions.

JPAC Public Forum: 4–5 December 2024
In addition to the Public Consultation, JPAC is hosting a hybrid Public Forum on this initiative on 4 and 5 December 2024 in Mexico City. This event will serve as a forum for discussion on how the CEC’s efforts can be aligned with global goals and what concrete actions and collaborative opportunities exist for North America to address the triple planetary crisis.
The Forum will feature expert presentations and in-depth discussions, bringing together policymakers, environmental experts, community leaders, and key actors to identify strategies for advancing environmental actions and cooperation.

About the CEC
The Commission for Environmental Cooperation (CEC) was established in 1994 by the governments of Canada, Mexico and the United States through the North American Agreement on Environmental Cooperation, a parallel environmental agreement to NAFTA. As of 2020, the CEC is recognized and maintained by the Environmental Cooperation Agreement, in parallel with the new Free Trade Agreement of North America. The CEC brings together a wide range of stakeholders, including the general public, Indigenous people, youth, nongovernmental organizations, academia, and the business sector, to seek solutions to protect North America’s shared environment while supporting sustainable development for the benefit of present and future generations
The CEC is governed and funded equally by the Government of Canada through Environment and Climate Change Canada, the Government of the United States of Mexico through the Secretaría de Medio Ambiente y Recursos Naturales, and the Government of the United States of America through the Environmental Protection Agency.
