Montreal, 28 September 2017—With renegotiation of the North American Free Trade Agreement (NAFTA) underway, the Joint Public Advisory Committee of the Commission for Environmental Cooperation invites you to join a discussion with a panel of invited experts that will analyze how to strengthen and modernize the agreement’s environmental provisions.
The discussion will analyze the effectiveness of the current environmental side agreement— the North American Agreement on Environmental Cooperation (NAAEC)—and how to strengthen trilateral cooperation on trade and environment moving forward. It will also inform JPAC’s advice to the CEC Council on this timely matter.
Speakers include:
- Víctor Lichtinger, Coordinador General de Gabinete y Planeación, Gobierno de Michoacán, former Mexican Secretary of Environment and Natural Resources and former Executive Director, CEC
- Daniel Magraw, Professorial Lecturer, Johns Hopkins School of Advanced International Studies
Quick facts:
- When it was signed, NAFTA was the first free trade agreement to link free trade with obligations to protect the environment.
- Its environmental side accord, the North American Agreement on Environmental Cooperation (NAAEC), created the Commission for Environmental Cooperation (CEC).
- A Council, a Secretariat and the Joint Public Advisory Committee comprise the CEC.
- To date, trilateral cooperation via the CEC has led to the implementation of close to 400 projects, over 250 grants and over 430 reports and policy papers on North American environmental issues.
To date, 89 Submissions on Enforcement Matters have been filed with the CEC Secretariat.

About the CEC
The Commission for Environmental Cooperation (CEC) was established in 1994 by the governments of Canada, Mexico and the United States through the North American Agreement on Environmental Cooperation, a parallel environmental agreement to NAFTA. As of 2020, the CEC is recognized and maintained by the Environmental Cooperation Agreement, in parallel with the new Free Trade Agreement of North America. The CEC brings together a wide range of stakeholders, including the general public, Indigenous people, youth, nongovernmental organizations, academia, and the business sector, to seek solutions to protect North America’s shared environment while supporting sustainable development for the benefit of present and future generations
The CEC is governed and funded equally by the Government of Canada through Environment and Climate Change Canada, the Government of the United States of Mexico through the Secretaría de Medio Ambiente y Recursos Naturales, and the Government of the United States of America through the Environmental Protection Agency.
