Instruction to the Secretariat to support development of a North American indigenous environmental health assembly

THE COUNCIL:

REAFFIRMING the Council’s long-standing commitment to enhance the engagement of indigenous peoples and communities in the activities of the Commission for Environmental Cooperation (CEC);

RECOGNIZING the intent in each of the governments of Canada, Mexico and the United States to cooperate in hosting a North American Indigenous Environmental Health Assembly (hereinafter “the Assembly”) in 2008, and the CEC’s capacity to support and facilitate the interaction between the three governments and indigenous peoples from the three countries;

NOTING the opportunity of the CEC to contribute to the accomplishment of this event and to promote greater and more focused engagement of indigenous peoples and communities in activities of the CEC, in particular, by helping indigenous communities to form a network to share information and expertise to address their environmental concerns; and

FURTHER NOTING the timeliness of the opportunity to assist Health Canada, Mexico’s Secretariat of the Environment and Natural Resources (Secretaría de Medio Ambiente y Recursos Naturales) and other Mexican competent authorities, and the United States Environmental Protection Agency, together with representatives of indigenous peoples in the planning and development of the agenda for the Assembly, particularly in the identification of common environmental health issues;

HEREBY:

AUTHORIZES and DIRECTS that an amount not to exceed C$50,000 be allocated in 2007 from the CEC General Fund to support the CEC’s participation in facilitating and supporting planning activities for the Assembly;
