Revised North American Fund for Environmental Cooperation (NAFEC) Administration and Funding Guidelines
THE COUNCIL:
HAVING adopted, on 13 October 1995, Council Resolution 95-09 mandating the creation of the North American Environment Fund (NAEF);
NOTING that during Session 96-5, the Council decided to change the name of the NAEF to North American Fund for Environmental Cooperation (NAFEC) and also approved the NAFEC Administration and Funding Guidelines (the “Guidelines”);
HAVING received from the Secretariat, proposed modifications to the Guidelines and a Proposal for an Alternative NAFEC Structure;
TAKING into consideration Joint Public Advisory Committee (JPAC) Advice to Council 02-02 regarding the proposed modifications of the Guidelines and the Proposal for an Alternative NAFEC Structure;
REAFFIRMING, as stated in the Council Resolution 95-09, the importance of supporting programs that have “local” significance and impact; and
HAVING DIRECTED that funds be used to “engage the energy and imagination of the people of North America in achieving the goals of the North American Agreement for Environmental Cooperation (NAAEC)”; and
RECOGNIZING the need to revise the Guidelines to reflect changes to the CEC Program Plan and Budget;
HEREBY:
APPROVES the revised NAFEC Administration and Funding Guidelines dated 5 December 2002.
